Commencement of Training Programme for Gujarat State Police Officers—by GNLU and Bureau of Police Research & Development, Ministry of Home Affairs, Government of India

Bureau of Police Research and Development (BPR&D), Ministry of Home Affairs, Government of India has entered into a joint venture with Gujarat National Law University, Gandhinagar, to impart training to the State Police Officers of the rank of Deputy Superintendents of Police to SHOs/Inspectors of Police on ‘Latest Rulings with Regard to Criminal Laws’. The main object of the training programme is to cater to the needs of the Police Personnel, especially by making them aware of latest laws, and the techniques that are used in various criminal procedures. According to the understanding between both the institutions, BPR&D is to sponsor the said training programme and GNLU is to execute the programme through its resources, etc. GNLU has nominated Mr Anant Deogaonkar and Ms Soma Bhattacharjya as Coordinators for the entire Training Programme. Mr V.K.Mall, I.P.S. - IGP & Joint Director has been appointed as the Nodal Officer for the said programme by the Gujarat Police.

This training programme will go on for two years. It consists of a 5-day-training programme each month. In each training programme nearly 20 Police Officers will participate.

Pursuant to the afore-said collaboration, Gujarat National Law University in association with the Gujarat Police Academy organized the first Police Training Programme on ‘Latest Rulings with regard to Criminal Laws’ during 19th March 2010 to 23rd March 2010 at the Gujarat Police Academy, Karai, Gandhinagar. The said training programme was inaugurated by Mr S. S. Khandwawala, Director General of Police, Gujarat.

The first training programme organized in March 2010, focussed on the following themes:

  1.  Important criminal laws enacted since 2000 AD – Brief details of the Act, role of the Police and the penal provisions in it.

  2. Important rulings of the Supreme Court and the High Courts related to arrest, bail, search & seizure, hostile witnesses etc.

  3. Procedure regarding protection of privacy of victim of rape and other offences etc.

  4. Act and latest ruling relating to acquisition of land.

  5. Act and latest ruling regarding environmental laws.

  6. Procedures to be followed when arresting a person outside the State.

  7. Procedures to be followed in the event of arrest of MLAs or MPs.

  8. Main faults/shortcomings in the process of investigation of criminal cases.

  9. Court rulings related to use of Forensic Science in the investigation of cases with special reference to polygraph, narco-analysis, DNA, cyber forensic, etc.

  10. Provisions regarding medical examinations of accused/victim.
